The County and Transit invite, at this point, expressions of interest from qualified <br />development firms or teams; information concerning potential development at the North <br />Block site; and, specific qualifications from respondents and their project team, setting forth <br />their experience in developing similaz urban projects, a description of their proposed project, <br />and how the project addresses the interests of the Procuring Agency. The format for <br />submittals and the details of the review process are included in this RFI. <br />It is the Procuring Agency's expectation that a Request for Proposals for the development of <br />the North Block site will be developed in part from the information garnered in this RFI <br />process. The issuance of an eventual RFP will be limited in distribution to those firms who <br />respond to this RFI. Proposals received in response to the RFP from firms who do not <br />respond to this RFI will not be opened or considered. <br />The deadline for submitting responses to this request for information is 5:00 p.m. PDT, July <br />24, 2000. BACKGROUND <br />The Courthouse Square development is the product of an intergovernmental agreement <br />between the County and Transit. The intergovernmental agreement reflects a shared <br />commitment to create a public facility that benefits all segments of the community. As part of <br />this vision, it has been a priority to include a private entity as a component of this unique <br />development. <br />As reflected in the attached plans, the new bus mall will run (eastlwest) the full length of the <br />block. This area is intended to create an inviting and comfortable environment for bus riders <br />while at the same time enhancing the efficiency and safety of the bus operation. A jointly <br />owned five-story County/Transit office building is being constructed at the south end of the <br />block. Between 95% and 100% of the office space will be occupied upon completion. <br />2 <br />
