SAMTD/Marion Co. RFI/RFQ#00-08 2 <br />Private Development of Courthouse Square North Block <br />PRIVATE DEVELOPMENT <br />COURTHOUSE SQUARE NORTH BLOCK <br />1. PROJECT SUMMARY <br />Marion County (County) and the Salem Area Mass Transit District (Transit) are pleased to <br />announce an opportunity for a qualified commercial/retail/mixed use developer to participate in a <br />public/private development in the new Salem Courthouse Square block. <br />The full block development incorporates a new bus transit center, public areas, and an <br />approximately 150,000 sq. ft. office building. The private developme~t opportunity ("Project") <br />consists of a concrete building pad with ground floor maximum building area of approximately <br />12,790 sq. ft., and above ground floor maximum building area of approximately 17.114 sq. ft. per <br />floor. The development also includes 314 subsurface pa~king stalls, 258 of which are cuRently <br />intended to be used for County and Transit purposes, and 56 of which will be made available to <br />the developer to support the No~th Block project. The County and Transit District are open to <br />examining options by which some of their 258 spaces might be available in support of the private <br />commercial development, but cannot make any commitments prior to seeing a proposal. <br />The site of the development, bounded by Chemeketa Street NE, Court Street NE, Church Street <br />NE and High Street NE in downtown Salem, Oregon, is owned jointly by the County and Transit <br />("P~axiring Agenc~'). IYs anticipated that a Request for Proposal (RFP) process will be <br />undertaken subsequent to this RFI/RFQ, to select a successful Proposer. The private developer <br />may obtain an interest in the Project property located in the northem part of the site upon the <br />execution of a long term ground lease, or other means subject to the agreement of the County, <br />Transit, and developer. <br />The Project site is in a highly visible Centrai Business District location. Its location, immediately <br />adjaoent to the n~v transit center, should both encourage and be supported by transit use. When <br />combined with the other components of the development, the Project site shouid provide for a <br />sizable amount of pedestrian, customer and visitor activity and access. Due to the unique nature <br />of the development and its central downtown location, the County and Transit wiii expect <br />proposals that are compatible in design, supportive of transit use and complementary of the entire <br />development in terms of economics, function, and scale. <br />The County and Transit invite, at this point, expressions of interest from qualfied development <br />firms or teams; information conceming potential development at the North Biock site; and, <br />statements of qualifications from respondents, setting forth thei~ experience in developing similar <br />urban projects, their financiai capabilities, their approach to the Project, and a preliminary <br />business plan addressing issues identified in this package. The format for submittals, and the <br />details of the selection process, are inGuded in this RFI/RFQ. <br />It is the Procuring Agency's expectation that a Request for Proposals for the development of the <br />North Block site will be developed in part from the information gamered in this RFI/RFQ process. <br />The lssuance of an eventua/ RFP wtll be limlted In distribution to those firms who respond <br />to thls RFURFQ, and who ar~e deemed to be qualit~ed on the basis of the c-iteria presented <br />herein. Proposals in response to the RFP received from firms who do not respond to this <br />RFI/RFQ will not be opened or considered. The Procuring Agency reserves the right to terminate <br />this RFI/RFQ process if the Procuring Agency does not receive at least three (3) responses from <br />
