MMDC Comments on the 6/22/98 Draft North End Opportunity Space
~- RFP
PROJECT SL7NIMARY
Page 1
1, References to parking will need to be adjusted according to add alternate
decisions.
PROJECT BACKGROUND
Page 2
2. Loading capacity of North End Site will be dependent on parking
configuration. Loading will be dependent on type of construction e.g. wood
vs. steel not necessarily height. If subsurface parking extends under the
north-end site, we will need the loading capacity confirmed by the structural
engmeer.
PROJECT SCHEDULE, CONSTRUCTION AND DESIGN CONSIDERATIONS
Page 3
Schedule
4.1 Does the team want to drive the offeror's schedule (by connecting it to the
completion of the main building?) rather than just creating a required
completion date?
Construction Constraints
4.2 Does the team want to even propose that the Offeror stage on the bus mall?
This is not necessarily desirable for the rest of the development schedule and
may invite criticisms or misunderstandings by the successful offeror if he
doesn't feel adequately accommodated.
Pages 3-4
Design Considerations
4.3 Has Arbuckle Costic reviewed this section?
Page 4
Site Information
4.4 (a) It is unlikely that any developer will accept responsibiliry far the cleanup of
this site. If additional contamination is found and reported to the DEQ, the
developer must reinitiate the remedial process from scratch. They must hire
an environmental consultant, remove the contamination (which they did not
cause), and seek sign off from the DEQ. The existing NFA is becomes
meaningless. Lenders and prudent developers would likely not undertake
such a risk.
SELECTION SCHEDULE/SUBMITfALS
Page 5
Schedule
