Desfred Outcome #2: Tax Revenue <br />Whatever goes (n the North Block 5hould contribute property tax revenues for our local <br />governments. 5alem already has enough land comm(tted to government and non-profit use5 <br />that rece(ve 5ervfce5 but do not pay property taxes. <br />Deslred Outcome #3: Downtown Magnet <br />We hope whatever goes on the sfte will draw people downtown, e5pecfally after regular <br />bus(ness hours. Our vis(on for the bu(Id(ng (s that when out of town guests come to the <br />5alem area, Courthouse Sauare and the ent(re downtown area wfll be among the things they <br />must see before they leave. Courthouse Sc~uare as a whole should be what Pfoneer Sc~uare is <br />to Portland - the c(ty's "living room." <br />/ Un(c~ue aesthet(cs could be the most effect(ve way to make the NorCh Block a 9alem <br />"must see." The Portland Cfvfc Bu(Id(ng beh(nd Portland(a serves as afl example of a vfsual <br />draw. - <br />/ Beyond compatib(I(ty with the trans(t port(on of the sc~uare, the North Block should (nv(te <br />pedestrfan traff(c. Courthou5e Sc~uare could be the most walked block (n Salem. <br />Whatever goes up on the North Block should be pede5tr(an fr(endly to encourage foot <br />traff(c on the s(te. _ <br />Desired Outcome #4: Safety <br />When polled, safety cont(nues to rank as one of the most (mportant values for Salem <br />citizens. We hope the North Block will enhance safety for the downtown area. <br />/ We are concerned with both personal safety and traffic safety. <br />/ 5alem and other commun(t(e5 have exper(enced problem5 w(th (ntim(dat(ng ind(viduals <br />congregating by publ(c trans(t fac(I(t(es. This problem (s not from tran5ft r(ders but from <br />those who congregate near the facil(ties. We hope the North Block development wfll help <br />draw a broad cross section of 5alem to the area, which might make such groups les5 <br />Ifkely and less Int(mfdat(ng. <br />/ the Transft D(strfct appears to have greater polfc(ng author(ty on this block than the Cfty <br />of 5alem. We encourage thf5 author(ty be used over the ent(re block, not just the bus <br />delfvery sect(on. <br />Desired Outcome #5: MJnlmfze No1se <br />We belfeve the North Block can be des(gned to reduce no(se from the re5t of Courthouse <br />5c~uare.
