The Courthouse Square project is planned for the vacant full block in the Salem Central Business <br />District (CBD) which is bounded by Court Street on the south, Chemeketa Street on the north, <br />High Street on the west, and Church Street on the east. This location is considered a good CBD <br />location with the Marion County Courthouse across Court Street to the south, the Salem Centre <br />retail complex to the north and west, and many financial service organizations located within this <br />immediate neighborhood. <br />The proposed construction, based upon schematic design phase drawings provided by <br />ArbucklelCostic Architects, Inc., is summarized as follows. The project, which will involve the <br />entire block, consists of a joint project by Marion County and the Salem Transit District. <br />A substantial portion of the block will be developed for the Salem Transit bus operation. Salem <br />Transit District is contributing a Transit grant totaling $9,844,000. <br />The project will feature a five-story, Class A office building to be located on the southern side of <br />the site with the bus transit facility and future Phase 2 development with an arcade, located on the <br />northerly 75 percent of the block. The focus of this comparative analysis is the five-story office <br />building and related parking and specifically the Marion County office space. The total gross <br />building area as provided by the azchitect is 151,994 square feet, with a total rentable area of <br />141,382 square feet. The proposed structure is a five-story, Class A office building with <br />258 subsurface parking stalls and 59 above-grade parking stalls. The construction detail is <br />summarized as follows: post-tension concrete frame with brick verieer covering, flat roof structure <br />with built-up cover, insulation to code, anodized aluminum frame windows fixed in place. The <br />interior office build-out is reported to have an allowance of $20 per square foot, and includes: <br />vinyl/carpet floorcover, painted sheetrock walls, t-bar acoustical tile ceiling with recessed <br />fluorescent lighting, and solid core wood doors in metal frames. The structure will have a <br />complete HVAC system, electrical system, fire and life safety systems, and two elevators serving <br />all levels of the office and parking structure. Seven-fixture men's and women's restrooms, along <br />with a janitor closet will be provided on each floor. The proposed project will include the <br />County, Transit, and some speculative office space.
