I wish to take this <br />opp unity to let you and all others associated with the project know that Pence/Kelly <br />Construction, Inc. supports the project and its concept. <br />Per the terms of our September 29, 1997 agreement with Marion County and the Salem <br />Area Mass Transit District, we stand ready, willing and able to continue our negotiations <br />with Marion County and Salem Mass Transit, as general contractor for the project. Our <br />prices for pre-construction services set out in that agreement were based upon both sides <br />willingness to negotiate in good faith towards a final contract. Also per this agreement, <br />Pence/Kelly is to provide pre-construction consulting services only through December 31, <br />1997 for the stated fee. We believe these services to be vital to the success of this project <br />and would like to also negotiate an extension of these services. <br />Although we understand that recent events beyond your control have precluded meeting <br />the target dates set out in the agreement, we believe that it is in the best interests of the <br />project and all parties if we resume the negotiations and conclude them as soon as <br />possible.
