July 26, 1995 <br />Memo To: Downtown Transit Center Advisory Committee <br />From: Technical Task Force/Staff <br />Subjec~ Process for ciassifying sites as low-potenrial <br />It was suggested by one of our committee members that we identify the criteria that were used to <br />put sites into the "low potential" category for the downtown transit center. The Technical Task Force <br />conducted a review of 15 sites. The 10 that are listed below were deemed to be of lower priority than <br />the others, due to findings that they had one or more serious shortcomings in the evaluarion criteria. <br />Staff has idenrified in this memo those criteria for each site which may be tenned "critically weak," <br />as well as areas in which the site was weaker than other locarions. Notation as critically Weak means <br />that the site's quality in the particular criterion was so poor that it could well be considered for <br />elimination on that basis alone. A combination of other weak or critically weak factors confirmed <br />a site's placement in the low-potential grouping. <br />High Street (in-street on High between Court St. and State St.) <br />Critically weak 8.
