~.- <br />the Region Supervisor, the relocation assistance <br />agent, and the move monitor, if a third person is <br />chosen to carty out this adivity. Some moves <br />may require only one visit, while othe~s may <br />require the full time presence of a monitor. <br />The relocation agent should prepare a signed <br />monitoring report and submit it. This is a written <br />report stating, at a minimum, the date(s) the <br />monitoring was done, the monitors observations <br />whether or not the move was done acxording to <br />the move specifications described in section <br />6.655, and actions taken or recommended to <br />resolve any inconsistencies between the <br />planned move as estimated and the actual <br />move. Deviations from the planned move may <br />require an adjustmerrt in the payment. ' <br />6.665 Ineligible Moving and Related <br />Expenses <br />A displaced person is not entitled to payment <br />for. <br />1. The cost of moving any structure or other <br />real property improvement in which the <br />displaced person reserved ownership. <br />However, this part <br />does not preGude the computation under <br />section 6.695(3); or <br />2. Interest on a loan to cover moving <br />expenses; or <br />3. Loss of goodwill; or <br />4. Loss of profits; or <br />5. Loss of trained employees; or <br />6. Any additional operating expenses of a <br />business or farm operation incurred <br />because of operating in a new location <br />except as provided in sedion 6.602(a)(10), <br />regarding reestablishmerrt expenses; or <br />7. Personal injury; <br />8. My legal fee or other cost for preparing a <br />claim for relocation payment or for <br />representing the daimant before the <br />Oregon Department of Transportation; or <br />9.. Expenses for searching for a replacement <br />dwelling; or <br />10. Physical changes to the real property at the <br />replacement location of a business or farm <br />operation except as provided in sedion <br />6.566 regarding utility ~econnection and <br />personal property adaptation and in section <br />6.602, regarding reestablishment expenses. <br />11. Costs for storage of personal property on <br />real property already owned or leased by <br />the displaced person. <br />6.670 REPLACEMENT HOUSING <br />PAYMENTS <br />Replacement housing payments involve a <br />variety of benefits available to assist displacees <br />in obtaining comparable replacement dwellings. <br />Certain owner-occupants may be eligible for a <br />replacemerrt housing payment, referred to as a <br />housing additive, which when added to the <br />acquisition payment for the displacement <br />dwelling provides for the purchase of a <br />comparable replacement ctwelling. This <br />payment also includes compensation for <br />increased costs for financing the reptacement <br />dwelling and actual dosing costs incidental to <br />the purchase of the dwelling. <br />Other replacement housing payments inGude a <br />rental assistance payment for eligible displacees <br />electing to rent replacement housing; or, a <br />payment to assist eligible displacees in making <br />a down payment on the purchase of a <br />replacement dwelling, plus ctosing costs <br />incidental to the pu~chase of the replacemerrt <br />dwelling. <br />The benefits are more fully described in <br />Sedions 6.675 through 6.850. <br />6.675 Replacement Housing Payments for <br />180-0ay Owner-0ccupants <br />6.680 Benefit Description <br />This Replacement Housing Payment is a <br />payment made to certain displaced <br />owner-occupants to assist them in acquiring a <br />replacement dwelling. <br />For an owner-occupant who purchases a <br />decent, safe and sanitary replacement dwelling, <br />the amount of the total payment shall not <br />exceed $22,500, which is the combined sum of: <br />MAY 1996 <br />
