C <br />~ <br />BEFORE THE BOARD OF COMMISSIONERS <br />FOR MARION COUNTY, OREG~N <br />In the matter of authorizing ) =' ~'`~~ <br />a procedure for acquiring ) l ~ <br />competitive bids/quotes ) - ~ <br />relating to vendors and sub- ) f <br />~'i <br />contractors for the construct- - <br />ion of Courthouse Square ) <br />RESOLUTION NO. -1 ~ -v~ <br />This matter came before the Marion County Board of Commissioners at a regular public <br />meeting on February 5, 1997, to consider establishing a procurement procedure and granting an <br />exemption to the procedures set forth in the Contract Review Board Rules. <br />WHEREAS, the Board of Commissioners granted an exemption to Contract Review Board Rules <br />on January 24, 1996 to allow the selection of a developer, architect and general contract using a <br />combined RFP process; and <br />WHEREAS, the County and Transit District have entered into a preliminary agreement, that <br />envisioned a joint development project managed by a 3rd party private developer; and <br />WHEREAS, it was the intent of the Board's previous actions to authorize the developer/project <br />manager to oversee the construction of Courthouse Square and secure the necessary vendors and <br />subcontractors using a competitive price quoting procedure; and <br />WHEREAS, the Boazd finds that typical public works projects require the general contractor <br />and/or the project manager to secure the necessary vendors and subcontractors without additional <br />formal competitive bidding; and <br />WHEREAS, the Boazd finds that additional vendors and subcontractors will be required to <br />submit price quotes, service and performance specifications to a development team representing <br />the project manager, County and Transit District; now, therefore, <br />BE IT RESOLVED, that the Board of Commissioners hereby affirms our eazlier decision to <br />exempt the county from further competitive bidding regarding the selection of the general <br />contractor and specifically the selection of vendors and subcontractors deemed necessary to <br />implement the project. <br />BE IT FURTHER RESOLVED, that this exemption substitutes an alternate procurement <br />procedure by delegating to the Courthouse Square Development Team the responsibility to <br />insure that competitive bids and quotes are acquired by the project manager and/or general <br />
