RF.SO~.UTION NO. ~l7-Ln~ TJ~is matfer came before tfie Marion County Hoard of Cc>mmissioners at a regular public meeting on March 12, 1997, to cpnsider ellocating up to $459,031 in video lottcry funds W tlie Courthouse Square projeck WHEREAS, the Board of Commisaioners hss previously takett actions necessary to aoquire £ederal and local funding, ittcludiag both private investment funds and Salem [7tban Renawal funds and, WFIFR.EAS, the county has also detarmined tliat in order to insure that s~cient fund,s are available to provida a 25% match to the Federa.( (FTA) grant funds ($1,836,125), aYfd tp ~~e thAt stx~icient local funding is available to meet the county's casfi flow and exclusivB obligations for consu]tants, reIocation and env3ronmental cieanup costs and, WHEREAS, the $oazd of Compnissioners fiads that the project mcets tha ~inteat aqd eligibility requirements for economic development based on the following: 1. ~he project is in conformance with the newly adopted Cora Area Master #~lan for downtown Salem. The project will ~fiub~sh store froats and streetscapes, provide adclitional pazkiug for shoppers, et~hance retail shopping apd add open space (plazas) to wa core area. 2• The project is a public/private venture rhat wPlt allow the county to Tower the unit cost of the facility witheut asking for additiottal voter approved tsx dollars. 3. The transit district has been ask~d to re[ocate thA '' g bus mall offH'i while maintaining a transit facili g1- $treet ty in the cenual co a~ea. The relocation, to a downtowti site, is made possible by the county's panicipation in the project. The project v,•ill provid@ the district with a new Ceniralized ticket and adnninisVative o~ce together with a joiut conference facility and a mo~lern, more ~ciexit transit center. ° 4.
