I gave him an address to view,193 13th <br />St. NE. No papers were signed and no forms left because I needed to talk to Roger about <br />a couple of unanswered questions. <br />02/18 When I told Dan about the unit I had sent Samuel to view, he told me to ca11 <br />Robert Williamson about two studio units that he has for rent. It was decided to use one <br />of these units as the basis of the rent study. <br />I called Samuel. He had been to see the unit on 13th St. and did not like it. I told him I <br />had the address of another unit that we were using for the rent study. He was not happy <br />about the switch because it meant a lower benefit for him. I told Sam that any decision I <br />made had to be approved by Dan and that nothing was set in cement. <br />I told Dan that Sam was not happy about the switch and he said to tell Samuel we would <br />use the higher priced unit for the rent study. <br />I called Sam and told him we would go with the 13th St. unit as the basis for the study. <br />02/19 I called Sam and left a message for him to call me. I needed some other <br />information that I failed to get at the time of the interview, (Social Security #, <br />Employer's name and phone number, etc...) <br />02/20 I talked to Roger about the situation and he said that as long as the unit that is the <br />basis of the rent study has not been rented, we must use the same unit for all of the <br />tenants and it was our choice to use which ever unit we felt was equal or better than the <br />unit the tenant is not renting. <br />02/21 Sam returned my call. He is coming in at 4:00 today <br />Result of interview <br />I told Samuel that because of the provisions of that law that state that all tenants must be <br />treated fairly and equally, we were offering him 1488 State Street #3 at $295 a month as <br />the basis of the rent study and that his benefit would be based on that amount for a total <br />of $714. He said that we had a verbal contract and that he would not accept less than the <br />amount mentioned in an earlier interview ($3360). I tried to explain that the basis of the <br />rent study had changed and that everything was subject to the approval of our attorney as <br />pertaining to the Relocation Act. He left with nothing being resolved. I told him I would <br />call on Monday. <br />02/24 I talked to Roger about Samuel's claim of a"verbal contract." He said that this is <br />not a contractual issue but rather a benefit and subject to change. He said that because <br />Samuel did not act on the 13th St. unit on the day he view it (before the benefit summary <br />
