Marion County and Melvi~t Mark have executed the Addendum. FlA <br />has not approved, ond Transit has not srgned, the ftgreemeni and Addendum. However, this does not relieve the <br />county oj the oblrgatio~ to pay pursuant to the Addendum. The .4ddendum is operative as to the counry.
