Luedeman, Executive Director' <br />Subj: Relocation Claims for Displacement by Federal Action <br />Marion County Housing Authority does hereby request that Marion County further <br />consider the relocation claims as submitted by The Housing Authority for the . <br />following reasons: <br />1. Marion County Housing Authority (MCHA) is not a department of Marion County <br />but a Municipal Corporation pursuant to ORS 456.085. As such, MCHA is entitled to all <br />federal relocation expenses associated with the move from the Senator Hotel to the <br />present location on Lancaster Blvd. <br />2. As an independent non profit organization, MCHA is claiming payment for actual <br />reasonable moving and related expenses (49 CFR 24.303). <br />3. Eligible Costs include those outlined in the Department of Housing & Urban <br />Development Handbook 1378 Tenant Assistance, Relocation and Real Property <br />Acquisition. Please see Attachment A with excerpts from the appropriate sections. <br />Section 4-2 Refers to Payment for Actual Reasonable Moving and Related Expenses <br />while, Section 4-3 Refers to Payment for Reestablishment Expenses (49 CFR 24.304). <br />4. Each expenditure is identified with the respective section number. See Attachment B <br />with Relocation Expenditures. <br />5. The only expense MCHA is claiming under the $10,000 additional "reimbursable" <br />(Section 4-3) expenses is rent increase which is less than the m~imum. <br />Finally, MCHA is not required to contribute to any of the moving costs associated with <br />Courthouse Square Project as they are not a department of Marion County but an <br />independent agency that has been displaced by federal action. As such, MCHA is entitled <br />to $8,650.96. <br />Please review the attached information and reference the CFR as to any departures from <br />MCHA's understanding of it. Thank you for organizing the meeting yesterday. We <br />appreciate your assistance. <br />
