Pearmine
ADMINISTRATIVE
OFFICER
Ken Roudybush
September 11, 1997
MEMORANDUM
To: Cragi Luedeman, Director,
Marion County Housing Authority
From: Elyn M. Lyon, operty Manager
Subj : Relocation Claims for Courthouse Squaze Construction
Marion County and Marion County Housing Authority had two lease
agreements when we occupied the Senator Hotel. There are two relocation
claims to be considered. The first claim is for the relocation of the residents of
the hotel operation. The second, for the relocation of your business offices.
The relocation of the Senator Hotel residents was defined as a closure of the
operation and was not to be included as a part of the Courthouse Square
project. In fact, the FTA grant received by the Sa1em Transit District
specifically excluded the hotel residents' relocation claims. There was much
confusion as to which agency was responsible for removing furniture because
of an inventory enor. Time was of the essence. At your suggestion, it was
more important to get the property moved and ready for demolition because of
the shortness of time then to continue the debate of who had resources to
accomplish the task. The Housing Authority made arrangements to sell and
move a11 the appliances. That was appreciated.
The apartments were left with garbage, personal effects, repair part inventory,
common azea work benches and freezer. The basement storage rooms for the
hotel had used carpet, bicycles, carts and unclaimed broken furniture and
personal effects. It was a lot of very unattractive "stuff". Our lease set the
expectation that the Housing Authority would leave the premises in acceptable
condition.
General Services administered aa agreement to remove all the useable
furniture as well as trash, garbage and unuseable materials from the hotel. The
only cost was to provide dumpsters for disposable items. Three dumpsters
were required to empty the hotel rooms and associated storage.
100 High Street NE, Room 5321 • Salem, Oregon 97301-3665
