Housing authorities were created by <br />the Legislative Assembly under ORS 456.075, which provides in part that "a public body corporate and politic to be <br />known as the "housing authority" " is created in each county and city. The Marion County Board of Commissioners <br />is the statutorily designated governing body of the housing authority. But this does not make the housing authority <br />a part of the county. <br />The powers of the housing authority are created statutorily. ORS 456.120. The housing authority does not derive <br />its authority from the county. It is a separate and distinct body politic and corporate. <br />
