negotiations. Chevron wants to delineate first, then proceed. Chevron will be treated as a <br />separate entity. We can still meet timelines and timeframes if we go with delineation and then <br />~ remediation. <br />If the issue is not resotved and we are ready to ezcavate, what happens? Kathleen met with <br />Dave and his design intent is to come on to the site on the east side of the parcel at the Beri <br />parking and south on Chevron and then move across the other side. Putting together the <br />delineation first, then work on hot spot remediation heading north would be minimal impact on <br />Dave's plan. We would be in and out in 3 weeks time. <br />Basically we would do two phases at the same time? Last week we talked about Staton taking <br />it all out now. That is correct, the goal at this point would be to be prepared to start hot spot <br />remediation on August 11`~ and take about 3 weeks. All the hot spots, everything but Chevron, <br />with the north of the Liu building being the starting point. We would do the Chevron <br />delineation fust, do the rest of the clean up and then come back to Chevron. We are looking at <br />2 days of delineation, 5 days for chemical analysis, maybe 2 weeks total. Goal is 3-4 weeks for <br />the remediation portion and if we can, accomplish in 3 weeks to accommodate Dave's move on <br />to the site. Dave has this time on the schedule. We have soil observation planned for this phase <br />We would be overlapping tasks just a bit. Dave wants to start on Chevron with ramp site first. <br />Are you ezcavating more than one site at a time? That was not the way Dave looked at it. <br />Ramp out of site on to Church Street side for trucks? Trucks will be going out on High. <br />Concerns were expressed to consider minimizing high volume traffic activity on High Street <br />~ because of the neighboring businesses. If you use Church for trucks, the Statesman Journal is <br />the only business on that side and the impact would not be as great. <br />The plans go out to the curb line, wiil you ezcavate to curb line and then come back to <br />shore? Shoring has its own lead time and the tasks can overlap. <br />Parking <br />Randy, R.G. and Leonard met with the city staff on Tuesday. It will be Friday before they get <br />an answer on the revocable permits. Our reception was fairly good. This is an issue that hadn't <br />been done in Salem for a long time. However, the Mayor expressed support after the meeting. <br />R.G. noted that there currently are other revocable permits in Salem. Transit has current ones in <br />place. If we receive a negative response from the city, we will need to follow up with 2nd <br />meeting. The city is dealing with a concept with unknown implications involved, and are <br />afraid of the precedent it may set in giving up additional right of way. The Franklin building is <br />currently under the sidewalk now, but it was done on an older permit. <br />Leonard stated we need affirmative direction from the city on this portion to make a decision on <br />P 1 option. Mike looked at P 1 option with moving sheer walls and what could be done; and if <br />the sheer walls have to stay where they are, what would you have to do to accommodate them. <br />The only solution to moving the sheer walls, would be to eliminate them and go with a rigid <br />frame at a cost of $2.5 per square foot, and design time would double. The problem with <br />moving them to fit the parking structure caused problems for the building above. Dave is <br />~ cunently showing big sheer wall footings at a high cost per Mike's current plan. Going with a <br />rigid frame may not be all that bad of an idea. <br />Page 2 of 9 <br />
