~ <br />Courthouse Square Design Team Meeting <br />Thursday, April 17, 1997 <br />Present: Randy Curtis, RG Andersen-Wyckoff, Dan Berrey, Dave Hayes, Leonard Lodder, <br />John Whittington, Kim Arbuckle <br />Agenda: Keeping Project on Track <br />Project/Development Management Agreement <br />Dan Berrey opened meeting voicing his concerns over recent developments with regard to reaching <br />a project/development management ageement with Marion County and Salem Area Transit. He <br />is trying to be optimist and keep the project rolling. If a development agreement cannot be reached, <br />what do we do, where is the project headed? This situation creates dilemma that can potentially <br />derail the initial phase by shutting down the abatement process scheduled for ne~rt Monday and can <br />also have a ripple effect on the remainder of the project. If we can't work through this, we have <br />serious problems. <br />RG responded that contracts remain to be signed by Pence/Kelly and Arbuckle Costic Architects <br />either by Dan Beney or Marion County and that would take caze of my concerns. We want the <br />work to continue as far as Pence/Kelly or Arbuckle Costic Architects aze concerned. <br />Randy does not want to force anyone to sign a contract unless they are in complete agreement. <br />~,, Keeping the project on schedule is important. Marion County and Salem Area Transit will negotiate <br />to get things done. We are ready to sign contracts. What are the implications if the project is shut <br />down and delayed. Money and time has been invested by all. 7obs are on the line and we don't <br />want to be a part of that. There seems to be no one party that has solution or control of the situation. <br />Meetings aze scheduled this weekend and Monday. Dan is prepared to do whatever it takes to get <br />things resolved. Discussions followed regarding what is project manager's role. <br />RG asked the question if Pence/Kelly and Arbuckle will be prepared to get us on track today. If you <br />have any reservations, I want to know them now, and how to solve them. The plans and the gmp <br />getting finished are most important. Are you going to perform if Dan is not involved? <br />Dave responded Pence/Kelly has time. The gmp won't be established until August. Leonard stated <br />the issue is how it's put together and how it will move forward. Randy stated the issue of the <br />architect and general contractor aze critical. We are looking at a$34-35 million project. We want <br />a building on the Senator block and the question is who will design and who will build it? <br />Kim hesitates to move forward with a contract. It's still unknown whether the building will be 4 <br />or 5 floors. May 1 is the drop dead date. Dave responded that he couldn't speak for Curt, who was <br />absent, but if Dan's a part of the project, we aze gung-ho to the end. If there is a risk of Dan going <br />down the road, we don't feel good about it. <br />Kim responded they don't want to be adversazial about it. They signed their intent with Dan. They <br />
