problems for the community. The Board of Commissioners wants to directly engage the community to <br />deal with the negative one-sided press from the Statesman Journal. They will take on this role as elected <br />officials. <br />Billy asked for further understanding of the project. Dan stated that there will be a contractual <br />agreement with the county and Melvin Mazk; the county and the general contractor; and the county and <br />Arbuckle, Costic. Melvin Mazk is basically the owner's rep in terms of project management handling <br />similaz roles that Billy had e~erienced previously. We have been working together as a team to value <br />engineer the project. Another aspect added recently was putking together information for financing and <br />COPs, including income/e~ense proforma as well as total project. Melvin Mazk's main focus since we <br />have taken new direction on design is to get a project that meets total program requirements and <br />financial goals established and meets all criteria for this project. <br />Billy asked what was Melvin Mark's role with the azchitect and general in working up the new designs? <br />Dan responded that it started with realizing the project could not be financed the way it was. The eazlier <br />proformas the team had to work with weren't done right and pieces were being done by others. Then <br />we went into designing something that we a11 could buy into. Arbuckle came up with the new design <br />with input from Melvin Mazk. Our company has been in business for 50 years and we supplied designs <br />to the azchitect that were very efficient and then worked to get consensus on a design that was good and <br />could meld the site constraints. The new design is cost effective and efficient and it was a cooperative <br />effort by the team. <br />Alan added that Billy would find the relationship of client to azchitect is similaz to what he e~erienced <br />on the j ail proj ects. Transit and county specific needs and site constraints won't change, but how the <br />,- project is bid or staged may change. Arbuckle has been relying on Pence/Kelly for their cost estimating <br />since they aze a part of the team. Melvin Mazk has added input for value engineering and we have all <br />worked closely together. We used this approach rather than hiring outside consultants for this <br />information. Billy added that cost estimates aze crucial in each stage. <br />Arbuckle Costic feels as we look at critical path and scheduling on the track we aze on with the same <br />team make up and bid out in the sub areas, we have an accelerated project and the rational is to complete <br />as is. If the team is under scrutiny from costs issues by accelerating, we are increasing risk. The time <br />savings can tum to dollar savings by value engineering as we go. The documentation to get a hard bid <br />will take longer to get to this point. Pence/Kelly is prepazed to give a GMP without having a complete <br />set of finished drawings and would speed up the job considerable. We could provide value engineering <br />each step of the way and end up with the best of both worlds. <br />Randy raised the question on the concept of GMP and if there is a misunderstanding about how we <br />would proceed. Are a11 the critics on the same page? We as a county have the challenge to e~lain, but <br />have they misunderstood? <br />Alan added that in terms of private mazket GMP, the area Dave Glennie would be working in, the <br />process would be asking for top price in bidding and some subs may be padding their pricing. GMP in <br />the public sector does not work that way. Every aspect has to go through competitive bids. The Leslie <br />Middle School project underwent same process. Other related projects would be the State Energy Dept. <br />Building (old Sears store) and most of the state's conecrional work was completed that way. <br />~ Randy stated the articles printed previously, quoted several experts from schools and state that this was <br />Page 3 of 6 <br />
