Team's ability to unclerstand publiC agencies ancl federal contracts: All team members have wor~ed wit~ projects that required an understanc~ing o~ ~; ~overnment contracts. More speci~ically, eac~ team member, wit~ the exception o~ Mr. West~all, has wor~ec~ on projects with Marion County. 3. ~I'eam's ability to clevelop a project t~at meets t~e plans o~ city, county, anc~ transit: We believe we have a clear understanding o~ the cli{~erent a~encies needs and ~ave incorporatec~ those neec~s with the submitted proposal. 4. Overall Creativity: This project requires creativity at every level including design, {inancin$, contruction, and leasing s~ills.
