Courthouse Square Development Team Meeting <br />August 28, 1997 1:30 p.m. <br />Present: Dan Petrusich, presiding, Byron Courts, Craig Lewis, 1VIlVIDC; Randy Curtis, Bob <br />McCune, Hitesh Parekh, Ken Roudybush, Marion County; R.G. Andersen-Wyckoff, John <br />Whittington, Salem Area Transit; Dave Hays, Curt Pence, Pence/Kelly Construction; and Alan <br />Costic, Leonard Lodder, Arbuckle Costic Architects. <br />This meeting was held in the conference room of Arbuckle Costic Architects. Craig gave a <br />briefing on environmental issues. Centurywest is preparing the work plan that will be submitted <br />to DEQ for review. It has been approved by Marion County (David Hartwig and Randy Curtis) <br />and has been sent back to Centurywest to finalize and send off to DEQ. <br />Randy provided an update on the demolition process. Two underground vaults (freight <br />elevators) run out to the curb-line under the sidewalk. There is concem about their removal at <br />this stage. We will wait for the general contractor to come on site as these are in the city right <br />of way and would require city approval. Also the root systems for the trees are very large and <br />go into the street. The trees will be cut down and the root balls left intact until the general <br />contractor is on site. There is a utility vault currently active with U.S. West, as well as a PGE <br />vault in the parking lot that need to be removed. The alley and utilities will remain intact until <br />the general contractor is on site. <br />There have been no surprises in the soils that have been trucked off site as part of the basement <br />removal. They did locate one of the possible nine tanks thought to be on the site. Staton will be <br />~ done by September 12"`, but should be gone by the end of ne~ week. <br />What is the schedule on remediation? The RFP is going out ne~rt week. There is a <br />prequalification meeting with the contractors scheduled for September 19~'. Bids are due either <br />the 22nd or 25~`, then the bids go for review and the contract will be awarded. Remediation <br />should start the first week of October. The Liu building will need to be bid separately per the <br />close of escrow on this building. The specifications will carry that requirement. A workorder is <br />in draft form for Centurywest to monitor this phase. <br />The Statesman Journal is asking for Perc test results from our site. The tests done did not show <br />Perc on our sites. It is showing up on Church St., but it is not necessarily coming from SJ. Our <br />attorneys will release information to DEQ, which opens it up as public information. City of <br />Salem staff was aware of Perc in street, but not where it is coming from. We have also reached <br />a settlement with Chevron at $90,000 which will be finalized with the Board of Commissioners <br />next week. <br />Retail Space <br />The current plan is to put out a RFP to developers for a stand alone retail site and through this <br />process, determine what is most desirable. The ideas put out have been good. We are looking <br />at one floor of retail and possibility something above (i.e., housing on top). The developer's <br />desire and feasibility will be explored through the RFP process. We will need to maintain <br />design compatibility with the project, and will work with the architect on design review and <br />developing design standards. <br />Page 1 of 4 <br />
