What about roof top parl~ing? There is no practical way to ramp to park on the raof. There was <br />also an issue with length of conidors on fire/life safety that is being worked on. Eliminating the 4`~ <br />~ floor would also eliminate skylights and roof garden and that could save a chunk. There is a <br />possibiliry to go to a three story option. Dave and Leonard will meet and get a moze cost effective <br />package. <br />Randy expressed his appreciation to the group for their coming into this meeting prepared to do what <br />needs to be done per his falc on Tuesday afternoon as a result of his meeting with Sc~ott and MMDC <br />that morning. This design is too expensive, and we can't get financing with a$1-3 million cost <br />difference. We need to give serious consideration to options available to us. By using the 280 <br />parking design, it takes the city out of picture. We need to take out 25,000 sf in the leased space. The <br />board is prepared to take whatever political heat arises with mistakes in the design. We don't want to <br />kill the project, but counry can't afford it, unless someone can show substantially larger savings. The <br />cunent design won't work. We don't want to discount the work that has been done to date. Another <br />option would be to take off everything, eliminate the 80 foot span over the bus mall but salvage the <br />tower and by going up 4-5 stories, it would create a more efficient design. <br />Randy will be going before the commissioners Wednesday morning to give a status report. He is <br />fully prepared to tell board we may abandon the current design but will need to give them options of <br />how the project will change. How do we evaluate the three options today without spending a lot of <br />money? MMDC has floor plates for a tower type office building that they have used over the years. <br />It can be adjusted to this site. A real efficient skin to floor area wouldn't take a whole lot of time to <br />adjust to that scenario, so Pence/Kelly could have something to price fairly quickly. The bus mall <br />can't be moved from center, as the city won't let it move to the north end of the block. We could go <br />another 5-10 feet north, but that is the limit. Another option would be to do nothing on the north end <br />~ but landscape and make part of mall park setting or add additional on street parking for visitors, with <br />one way in and out. <br />Is there still a chance for above ground parking garage where buses travel under it? This idea has <br />both positive and negative concerns. If it is enclosed, it makes it tougher to handle the cazbon and <br />fumes generated by the buses. MMDC will talk about dealing with this aspect. A pprtion of it may <br />be double loaded 90 degree parking. The block is 330 feet long. If we are working with an off'ice <br />building tower of 106 x 200 on south end with a 124 feet double loaded parking on the north end, that <br />leaves a gap of 100 feet in the middle. Mall width is 170' (two 85 foot spans). We would need to <br />cover half the mall. We could end up with the most cost effective parking and office building. Byron <br />still has concerns with ventilation problems and Leonard voiced concerns about TranSit not being an <br />integral part of the design. It was added that retail could occupy the base of the parking structure and <br />in the office building and the use of skybridge to connect the two. <br />The team worked on different options of redesigning the project. Option of 7 story building with <br />22,000 sf per floor would provide 155,000 sf to meet needs defined earlier. Architectural issues <br />brought up included the elimination of Hatf'ield Plaza, it is no longer a square, but a big hole. The <br />project would need to stay under 75 feet, as new factors come into play over this height. Different <br />options were diagramed on the board. <br />Randy expressed that radical changes are being proposed and it is diff'icult to make any decisions with <br />R. G. out of town. From transit's standpoint a parking structure below ground has real merit. If there <br />is an opportunity to salvage any initial design and go up, let's look at it. The open space and extra <br />~ parking on the surface with a 278 parking structure makes sense. The grade parking is not a diff'icult <br />Page 7 of 10 <br />
