The team revisited the environmental issue of obtaining other bid options for hot spot e~ccavation. This <br />partial redesign will give us more time to get other bids and keep on a reasonable schedule with this <br />~ portion of the project. <br />The other thing missing from the schedule is financing time. Two months is the bare minium <br />required. The real question is will we wait to go forward until financing is in place. This two month <br />process has not started. We would proceed with excavation and parking structure if w~e have balanced <br />budget, when the GMP is due on Sept. 15~'. We have lost nothing by getting the site clean. This <br />option makes sense, but we would like to see other bids on this phase to compare with ~taton. Would <br />like Pence/Kelly to price it out with their people at Willamette University if they c~n. We don't <br />question that the numbers were analyzed reasonably. Curt, Dave and Kathleen will g@t one more bid <br />to compare. Also try using Environmental Alternatives, Valley Pac~c Excavation. ' <br />Hitesh will talk with Ken about setting up a meeting early next week with Scott and bviark to review <br />financial models and build backwards the issue of financing vs. construction. Dan asked if this <br />meeting could take place in Portland and he would like to attend. We can proceed with site <br />preparation and then decide whether we go beyond this point. <br />Dan will get information to both Leonard and Dave to work on footprints for building changes. <br />Leonard will need to adjust to get square footage requirements for counry needs in the 140-155,000 sf <br />range. Look at going 6-7 stories with a 20,000 sf footprint, rather than 25,000 sf. <br />It was cautioned that you can't be higher than the gold man on the Capitol Building. 7 stories should <br />be okay. The leasing people will like this arrangement better. Efficiency will go way up with a more <br />centralized core and we will loose the long corridors. In the long run, maintenance cost is better as <br />~ well. The parking structure is killing the county. We are better off to reduce sf in th~ design. We <br />would like to see the transit mall blend in. No one sees all the bus stations and shelters, but if they are <br />exposed at street level to communiry, it could be very attractive to Transit. Other options of increasing <br />the open space in the transit mall were also discussed. Also the use of a false wall toi create a plaza <br />look with archways could be incorporated. <br />It was recommended that we start with a more basic design and get our costs situated. It is easier to <br />add to the project later on, rather than have to cut away at costs. Pence/Kelly wil~ look at both <br />concrete or steel, whichever is most cost effective and price both ways. <br />For Leonard this is a big challenge architecturally. It is not so much the current scheme that he is wed <br />to, but the idea of how to treat a block in an urban area. His concerns are with options ithat are being <br />responsible to the urban area and finding the right solution. Both MMDC and county 1~nderstand his <br />concerns. Right now county knows we have $9.5 million for sure. The rest has to be approached <br />under the same perimeters as any other business. The challenge is to meet the basic $quare footage <br />needs and bring the costs down well below where we are today. <br />Pence/Kelly asked that MMDC review the numbers they have presented today and if there are any <br />problems, let them know. It looks fine, but needs some fine tuning; the inclusions, ~xclusions and <br />assumptions; and work on the 280 structure. Pence/Kelly needs a layout from Leonatd on the 280 <br />option. <br />We need to establish a common language with the financing people as well. They need to be in the <br />same frame of reference that we are. The biggest gap is rentable areas of the building. Errors have <br />~,,; been made and it is time to get them on the same track.
