We will enter into an agreement in the next few
months, possibly by October 1 s~t.
Dick expressed tha±. in his prior experience, the difficulty arises when you encounter change orders. This
is when the fixed contact becomes so important. It may be that cond.itions are placed on the development
David asked how many RFP's were sent out.
Randy responded that forty were sent out. He had anticiFat:d between three to five proposals.
Ann questioned what happens after next week's selection/interview meeting if the general feeling is that
neither of these developers are the right partaer. ~
Randy responded that we are under some time constraints. We want to proceed and need an additional
partner. He asked that the group focus on identifying a partner in next week's meeting.
Bob Speckman asked if staff has gone through the proposal and ideatified fundamental needs.
Randy responded that he is comfortable that staff has addressed all of the needs. He gave the example of
the 250 parkinQ svaces that are neederl to accommodate the Countv. Transit and the Council of
_Govemments. The pronosals include far aad above what the cument needs are. 350 uarkin~ snaces can be
put underground. This was not identified in the RFP. He added that a lot of people are going to have
opinions on the project and we will continue to solicit opinions.
Randy Franke added that he likes the idea of underground paricing.
Dick asked if an eavironmental pertnit is necessary for more than 350 spaces.
RG responded that 350 would be considered minor, but over 350, will require a variance. The intent is to
make the proiect transit friendly. DEQ issues will be raised:
Ann questioned it there is the possibility of environmental pollution on the block.
Randy responded that there is and the County has identified i~ Tanks have been removed from the Chevron
pmperty, and sub-stirface pollution remains. Because of this, underground parking makes -sense.
Exca.vation will remove the contaminated soil. He added that there are always sutprises. Several inspections
have been already been conducted.
~'-' RG.responded that an environmental impact study has been done. The property has been given a clean bill,
and an Environmental Assessment will be submitted to FTA. ~
