'~ <br />~ <br />' <br />' June 20, 1996 <br /> Mr. Randy Curtis <br />' Facilities Manager <br /> Marion County <br /> 4th Floor Senator Building <br />t 220 High St. N.E. <br /> Salem, OR 97301 <br />z~. s <br />m <br />k~ = <br />• <br />l~e <br />:•~P°~n ME51~Cftt5 :t~ <br />EXHIBIT 6 <br />' RE: RESIGNATION FROM COURTHOUSE SC~UARE REVIEW COMMITTEE <br />r Dear Randy: <br />' Tfiis letter will commemorate our discussion of June 18, wherein I offered my resignation <br />to the committee reviewing the selection of a private partner for the project lalown as <br />"Courthouse Square". <br />My resignation is necessitated and influenced by the points raised below, amongst others: <br />1) I do not think that either of the two RFP submittals meet the objectives of the RFP. <br />2~ I~ aPPo~ ~ g~~g "partner" status to a developer without first understanding a <br />feasible financing structure and comprehensive partnership overview. <br />3) I cannot be an objective advisor to the process after first having undertaken a <br />comprehensive analysis of the project's feasibility, and having determined that my <br />company could provide an alternative to either of the submittals which would directly <br />compete for the award of the contract. <br />4) I am not willin~ to give up mv work product and see others substantially profit from my <br />ttme and effort. <br />- As for points #1, and #2, above, I would remind you that these statements were made <br />~ on the r~ord well in advance of the analysis I have completed in the past two weeks. <br />I sincerely apologize to you and the committee for this situation. When i volunteered <br />~ to undertake an analvsis, I neither intended to spend the amounts of time which were necessary <br />to complete the feasibility study, nor did I expect to conclude that such an analysis would place <br />me in a position of conflict. <br />~ <br />~ Hrul /i.l~i~.
