As I
indicated in our phone conversation, my time frame for the analysis of this
project is rather short so 1 have enclosed some of the material that defines
the scope and objectives of this project.
Last month a review panel recommended that Marion County and the
Transit District begin negotiations with a development team headed up by
Dan Berrey of Certified Property Management Co. of Salem. Mr. Berrey
was the sucoessful respondent to an RFP. His development team
includes Arbuckle/Costic Architects and Pence/Kelly Construction. His
interim role is to ac# as project manager although a contract has not yet
been signed.
Marion County's key objective in this project is to oonstruct a new office
complex to replaoe the aging Senator Building and provide new office
space for future growth. Marion County has entered into a tentative
partnership to jointly redevelop the Senator Blodc. The district is in need
of a new transit center and has acquired tentative FTA approval for $7
million in federal funding to cons#ruct the center on the Senator Blodc.
After two bond #ailures, the county has no funding for a new affice
building. Our only resou~ces are the property assets we have on the
blodc, a$3.7 million grant request pending with Senator Hatfield and
some transfer funds from the Transit District as they share in the cost of
the project.
~00 High Street NE, Room 5321 .
