purchase, approved the condition of the site and the use of <br />the existing building located on the river front prop~rty, <br />only to find immediately after we voted to purchase the site <br />that the building, which had been inspected and approved by <br />city inspectors, was again inspected and found the building <br />to be unsafe and had to be torn down. The site was nearly <br />totally contaminated. Commercial property usually is only <br />financially if the site is tested for contaminates. Those <br />negotiating the deal on the river front and the courthouse <br />project, should have protected the city by requiring an <br />environmental study prior Lo closing the sale. River Front <br />has cost us millions of dollars more that projected. The city <br />knew what the uses of both sites had been, and that they were <br />contaminated sites. Sellers are the ones that pay for site <br />clean up unless the cost of such cleanup reduces the purchase <br />price. Not so with the city. If it make it sound good, that's <br />good enough.
