Ra.ndy Ctiutis recommended that staff frame the issues before SPOC and let SPOC confirm that we <br />have made the correct decisions giving us theu endorsement. This will help minimize criticism <br />~r/ received from the press/public. Carol Fischer will develop a written form and prioritize the issues <br />covered above. <br />There is still concern that the press will still question what it means to employees with rent increases <br />and it doesn't deal with what rental rate the Franklin Building generates. The bottom line will still <br />be that the department has to pay more rent per squaze foot and could possibly lose employees. If <br />county can cover from other areas that is fine. Staffwill have no altemative but to stick with Ken's <br />answer that it is not fair to associate those increases to specific departments when we won't know <br />the impact until we go through the budgeting process. We do acknowledge that there will be service <br />impacts. <br />R.G. Andersen-Wyckoff presented a more simplistic approach to follow. Prepare a new graph <br />based on the following computation: # of s.f. per department (building) x$ rental rate and develop <br />a composite rental rate to graph instead of the outside rental figure of $1.47 to compare with <br />Courthouse Square rental rate. Courthouse departments that must vacate, plus the Best Building <br />(Annex) times $1.47 outside rate. Franklin Building/County departments sta.ying in courthouse <br />times $1.00 (estimated rental rate as of 7/1/99). Equitable Building 3,000 s.f. x$1.35 rate. Ken <br />will be the spokesperson for this issue and obtain the appropriate data to work up this option in the <br />conceptual arena. <br />~, Randy Curtis recommended that the press be invited to meet with a team of staff inembers and <br />present information requested by the public information inquiry. Carol Fischer, Ken Roudybush, <br />Billy Wasson, 7ohn Whittingkoq Randy Franke and representative of General Services staff will be <br />available for this presentation. Cazol Fischer will invite Craig Harris of the Statesman Journal and <br />Cheryl Martinez of the Oregonian to attend. Randy Franke will extend an invita.tion to Justice <br />Petersen to sit in on this presentation as well. Don Palmer will check his schedule and try a.nd be <br />available to participate via telephone conference call. Carol will try and set the meeting for 10 AM <br />in the Boazd of Commissioner's conference room on Friday, February 20, and will confirm this <br />meeting for participating sta.ff. <br />3. SPOC Agenda <br />The agenda was sent out and e~ra copies were available for staff if they wanted one. <br />4. Remodel Costs <br />Randy Curtis prepared a information sheet for Billy Wasson to answer any questions developed at <br />SPOC's meeting neart week concerning remodel costs for the courthouse and the Franklin Building. <br />Outside developers were consulted for TI's costs and courthouse renovations were discussed with <br />Jerry Frost, 7im Murchison and Judge Lipsomp for their future needs. Randy Curtis will have a <br />staff member from General Services available as a backup during that presentation to SPOC to assist <br />with technical questions. <br />~ <br />Page 3 of 4 <br />
