Andersen ckoff <br />Dat~ April 25, 1998 <br />R~ Ch2 Citizen Advisory Committee <br />As per the request of the Intemal Staff Team, I have prepare the attached draft charter for the Ch2 <br />Citizen Advisory Committee. The following are a few of the points used in drafting this document: <br />• Used the term "advisory' committee rather than "oversight" or "steering" committee, so there would <br />be no question their role is limited to providing advice. <br />~ • In defining the tasks for this group I deliberately listed only those specified by SPOC and then used <br />the phrase "and, additionally, any other matters and issues rela6ng to the financing, budgeting, and <br />construction..." To try to list other issues would undoubtedly lead some to ask why this or that <br />wasn't induded and we might have to deal with politically sensitive reasons why some were <br />deliberately exGuded. This gives us flexibility while still being specific about those things the SPOC <br />were specific about. <br />• I felt it was important to tie the Committee to our Boards in a way that the media and citizens did not <br />feel the Committee was just a tool of the Development Team, that is why I have put in the reporting <br />requirement, the Board response requirement, and provided for Board liaisons. <br />This draft incorporates comments and sugges6ons made by Transit legal counsel, Ben Fetherston, <br />SPOC member, Maynard Hamer, and Transit District staff. <br />~ <br />• Page 1 <br />
