Roy ~• <br />Jane Ellen Stonecipher <br />OFFICE OF LEGAL COUNSEL <br />September 22, 1997 <br />Board of Commissioners <br />Mike Hansen, Legal Counsel <br />Resolution Authorizing Development Agreement for <br />Courthouse Square <br />Agenda Item: September 24, 1997 <br />ISSUE: Shall the Board of Commissioners adopt a resolution authorizing a <br />, development agreement between Marion County and the Salem Area Mass Transit District <br />~' for development of Courthouse Square, and authorizing the Director of General Services <br />to execute the agreement on behalf of Marion County? <br />BACKGROUND: Marion County and the Salem Area Mass Transit District have been <br />cooperating under an interim agreement to design and build a joint use facility on the <br />Senator Block in downtown Salem. The joint use facility will consist of an office building <br />for use by the county and the district for general office use, a joint publich hearing room, <br />and transit customer facilities; of a public plaza; of a transit mall; of one floor of <br />underground parking; and of ground area on the north side of the block reserved for <br />private development. This project has been known as Courthouse Square. <br />.. ~ <br />The county and the district are near agreement on a final design and final budget <br />for the project. All structures on the land have been demolished. Remediation of <br />contaminated sites on the land will begin shortly. The parties expect to complete <br />construction documents and contracts in the near future, clearing the way for construction <br />to begin. <br />The district and county have FTA grant funding to pay for a substantial portion of <br />this project.
