The Board unanimously passed a motion <br />supporting the stated recommendations with the addition that "funding of the streetscape fronting the private <br />~ development be reviewed in three years to determine the status and evaluate the City's continuation of <br />commihnent." 'This item, as recommended by the Board, is included as item number 11 in the above listing <br />of minimum elements to be contained in the intergovernmental funding participation agreement. <br />Citv/Countv Meeting Discussions <br />On October 6, 1998, Marion County Commissioners hosted a meeting with City Council to provide a status <br />of the Courthouse Square project and overview of the request for Urban Renewal funding participation. <br />During discussion, clarification of the elements and their estimated cost was requested for the <br />Arcade/Pavilion feature fronting High and Church Streets. The estimated cost of this feature is identified in <br />Attachment D, Streetscape Cost Estimates, Page 4. The feature is comprised of three elements - canopies <br />$137,360; bridges (trusses) $52,113; and Arcade/Pavilion $461,256 for a total combined cost of $650,729. It <br />should be noted that only a portion of the canopy costs apply to the Arcade feature fronting High and Church <br />Streets. This feature has been recommended by staff and the Development Board for funding because it <br />provides continuity of the urban streetscape at a critical location, consistent with the design guidelines <br />recently established for the downtown core area. <br />The project architect will present to Council at its meeting of October 12, 1998, a detailed explanation of <br />this feature and an updated cost estimate. <br />In recognition of Agency participation in the Arcade element, it is recommended that Marion County/Salem <br />Area Transit assume the responsibility for the maintenance and repair of the streetscape improvements <br />located within the right-of-way. Council members asked for the cost the City is currently experiencing in <br />~ maintaining the existing streetscape within downtown. <br />There are a total of 16 streetscape improved block faces within the downtown core. Regular maintenance <br />consists of weekly debris pick up, water washing 20 times annually, power washing eight times annually, <br />bench refinishing twice annually, and landscape weeding/watering as required. This service is contracted by <br />Shangri-La at a current annual cost of $42,540 or an average cost of $2,659 per block face. <br />Repair of hard surface is conducted as needed to replace loose pavers and broken concrete. Repair <br />requirements vary greatly from one block face to another. Construction method and material specifications <br />have been modified to reduce maintenance in the block faces most recently constructed. Over the past five <br />years, a total of approximately $25,000 has been expended in repair work. <br />Drawing from the above cost experience, it is reasonable to project an estimated annual cost of $10,750 or <br />more to maintain the four block faces around Courthouse Square. An unknown factor excluded from the <br />estimate is the repairs which may be required from the heavy bus traffic over the drive apron and sidewalk <br />entering/exiting the transit facility. <br />Richa~d A.
