Wheeler <br />Ward 1 Ward 8 <br /> Chart of Council in Session <br />The City Council meets on the first Monday of each month at noon, and on the second <br />and fourth Mondays of each month at 7:00 p.m. All meetings are in the Council <br />Chambers, Room 240, 555 Liberty St. SE. <br />The Mayor, who is the presiding officer, is elected at large for a term of two years. <br />Councilors are elected for four-year terms for each of the City's eight Wards. These nine ~ <br />officers comprise the Council who make the policy decisions for municipal activity and <br />pass its ordinances and regulations. <br />Because the Mayor and Councilors' positions are part-time, without pay, the Council <br />appoints a City Manager who is responsible for the administration and execution of the <br />City's policies and ordinances. <br />DEFINITION OF COUNCIL ACTION <br />1. Receive and File: Formally received by Council; no action required. <br />2. Information Only: Simply information to Council; no action required. <br />3. Adopt Report: Approve staff recommendation. <br />4. Refer to Staff: Referred to staff for input; report will retum to Council <br /> at subsequent meeting. <br />5. Hold for Report: For liquor license applications; awaiting report from <br /> Police Department; will retum next meeting for action. <br />6. Council Consideration: No recommendation by staff; Council to consider <br /> information provided and make decision. <br />7. Ordinances: <br />1 st Reading: Ordinances must appear for two readings; first reading, <br /> no action taken unless amendments are made. <br />2nd Reading Ordinances are approved at second reading. ~ <br />Date of Passage: Date of ineeting where approved. <br />Effective Date: 30 days after passage date, unless ordinance contains <br />"emergency clause" whereupon it is effective immediately. <br />oen ase <br />
