MEMORANDUM <br />TO: DOWNTOWN DEVELOPMENT ADVISORY BOARD <br />THRU: WILLIAM HEALY, DIRECTOR ~ ~ (~ ~ <br />COMMU1vITy DEVELOPMENT DEPARTMENT <br />FROM: RICHARD I~AyDEN, URBAN DEVELOPMENT ADMINIST <br />SUBJECT: C~URTHOUSE SQUARE - STREETSCAPE PROJECT UI2BAN RENEWAL <br />FUNDING <br />ISSUE: <br />Review of proposal by Marion County/Salem Area Mass Transit for Urban Renewal funding participation in <br />the Courthouse Square Project. <br />RECOMMENDATION: <br />Downtown Development Advisory Board recommend that City Council: <br />1) Approve Urban Renewal funding participation in the Courthouse Square project elements contained <br />in the Marion County/Salem Area Transit request, excepring reimbursement of work already <br />~ completed and construction of flag poles within the plaza area. <br />2) Develop an Intergovernmental Agreement, containing the elements listed under Facts and Findings, <br />between Marion County/Salem Area Transit and the Urban Renewal Agency of the City of Salem for <br />participation in the Courthouse Square Project. <br />BACKGROUND: <br />City Council, through tine Tax Management Plan (TMP) and annual River&ontlDowntown Urban Renewal <br />budget, has pledged up to $2 million for participation in the Courthouse Square project. The types of <br />activity originally envisioned to be eligible for participation included utilities, txaffic signals, streetscape, <br />weather protection, skybridge and removal of the existing Transit Transfer Facility. -- - <br />In accordance with the TMP, funds to meet the $2 million pledge aze being accumulated over a three-year <br />period. As of the current fiscal year, a total of $1,200,000 has been budgeted. The remaining $800,000 is <br />scheduled to be budgeted in fiscal year 1999/2000. <br />City Council has requested that prior to establishing and entering into a participation agreement for the <br />project, the following be provided: <br />1• That the City receive a detailed listing and cost estimates of the proposed improvements (to be <br />funded by the urbatt renewal funds); <br />2. That the City receive a favorable legal opinion about Council's ability to maintain urban renewal <br />~, levy authority (no longer an issue); and <br />
