All Pre-lssuanee Expendinares wzre capital expendittires wixhin ihe meaning of Regulatian~ Section, 1.150-1(b) (that is, expendi~ures that are properly chargeab~e to the capital arcount of the Coutthouse Square Praject, or that wauld be so ch~rgeable with eidier a proper eZection to do so or the appiicatio~ of the placed-in-service rules under Regutarions Section 1.15~-2{c)). ?. Pursuant to a re.sc~lution adopted by the Board of Comn~issioners Qf the County on March 5, t997~(the "Of#icial Intemt peclaration"}, ~he Counly decla.r~ci ics intent to reimburse itseIf out of the Courthouse Square Proceeds of the 1998 C~rtificai~s for ~hc Pre-issuancc Expenditures relating to the Project.
