Marion County Class Specification BulletinPage of <br />>>> <br />4.Develops, implements, and oversees drill programs to assess and enhance the county's ability to <br />respond to and recover from emergencies; evaluates the ability of other public and private <br />organizations to do the same; facilitates after action analysis of incidents. <br />5.Plans, develops and delivers program specific training and education to County employees, local <br />and regional law enforcement and emergency personnel, local schools and business and the <br />public; conducts program outreach and promotional activities. <br />6.Operates a motor vehicle for the purpose of investigating emergency situations and for meetings <br />throughout the county. Operates a two-way radio. <br />7.Assists in the development of mutual aid/collaborative agreements with regional/contiguous county <br />departments, first response agencies; and governmental and non-governmental agencies. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Master's degree in emergency management/homeland security, public or business administration, <br />public health, social work, education or related social/behavioral sciences AND <br />2.Two (2) years of responsible experience in one or more of the following areas: emergency <br />management, or a related discipline including, but not limited to: military, public works, public <br />health law enforcement, fire services, or emergency medical services. Experience must include <br />independent research, design and methodology, policy analysis, and facilitation of group/public <br />services; OR <br />3.Bachelor's degree in above listed fields and four (4) years responsible experience in one or more <br />of the areas listed above: OR <br />4.Any equivalent combination of experience, education and/or training relevant to the position. <br />SPECIAL REQUIREMENT <br />Must be available for 24 hour on-call response to perform emergency management duties during <br />> <br />an emergency. <br />Must be able to travel to meetings and attend trainings that may require overnight stays. <br />> <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license, or possess, at time <br />> <br />of hire, and maintain an acceptable driver's record from former state of residence. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Must be able to pass a drug and alcohol screening test. <br />> <br />Courses/Certification: Certified Emergency Manager (CEM) or Oregon Certified Emergency <br />> <br />Manager (ORCEM) preferred. <br />Courses/Certification, which must be obtain within 1 yr of appointment: <br />> <br />FEMA Professional Development Series. <br />> <br />Completion of 20 hours of instruction in emergency management. <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Knowledge of: principles and practices of management including program planning, development, <br />evaluation, and fiscal administration; federal, state, and local laws and regulations related to <br />emergency/disaster mitigation, response and recovery; principles of disaster planning and exercise <br />design; principals of project management; basic grant writing; familiarity with the system for preparing <br />emergency reports required for the coordination of emergency operations between the county and state <br />governments; geographic information systems (GIS). <br />Skill & ability to: work independently in developing goals, procedures, and anticipating task requirements <br />inherent to assigned areas of responsibility; develop and maintain partnerships and collaborative working <br />relationships with community organizations, contractors, employees, agencies, and the public; use sound <br />judgment and discretion in dealing with other interdepartmental, intergovernmental, and interagency <br />representatives; effectively coordinate and facilitate group process; communicate effectively both orally <br />and in written form. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
