Marion County Class Specification BulletinPage of <br />>>> <br />4.Coordinates Oracle Financial System activity between IT and Central Finance, such as: patch <br />implementations, system development and improvements, user authorizations, upgrades, <br />operational programming needs, system testing, etc. Participates on or leads project teams for <br />system-wide accounting, purchasing or payroll enhancements of the Oracle Financial System as <br />requested. <br />5.Analyzes and interprets complex fiscal and statistical data to identify issues and significant trends <br />and recommend specific actions to the Chief Financial Officer, Chief Administrative Officer (CAO) <br />or Board of Commissioners (BOC). <br />6.Researches, analyzes, and writes countywide financial policies and procedures for departmental <br />guidance and county compliance. <br />7.Assists the CFO in the analysis and review of countywide internal financial controls. As <br />appropriate, makes recommendations for change in policies or practices, develops implementation <br />plans, takes the lead in the change process, and follows up on compliance. <br />8.Responsible for the monthly review of the Oregon Garden financial information and submitting <br />reports that identify issues and recommendations for resolution to the CFO, CAO and BOC. <br />9.Participates as a member of the Central Finance Department Planning Team. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with major course work in accounting, <br />including 45 quarter hours (or the equivalent) of accounting, commercial law and finance courses <br />of which at least 30 quarter hours must be accounting; AND <br />2.Five (5) years responsible experience in the field of accounting (Three (3) years of which must be <br />in a medium-sized or large governmental unit or auditing of such government units.); AND <br />3.Designation as a Certified Public Accountant (CPA); OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license. If in <br />> <br />possession of a current out of state driver's license, must obtain Oregon driver's license within 30 <br />days of hire or provide an acceptable alternative method of transportation. <br />Possess and maintain an acceptable driving record. A copy of the driving record for all qualified <br />> <br />applicants will be obtained from the Department of Motor Vehicles. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge of: principles, methods and techniques of quality accounting, including auditing, <br />budget accounting, generally accepted accounting principles and professional standards developed by <br />the Government Accounting Standards Board; statistical methods, principles of cost accounting and <br />financial reporting, principles and practices of public administration; federal, state, and local statutes; <br />Oregon budget law, rules and regulations applicable to government accounting. <br />Ability to: organize, direct and implement an effective fiscal reporting program; communicate effectively <br />both orally and in writing; ability to establish and maintain effective working relationships with co-workers, <br />agency personnel, county officials, volunteer organizations and the general public; evaluate and improve <br />the effectiveness of various accounting and business process applications and systems; prepare clear <br />and concise reports and recommendations. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
