Marion County Class Specification BulletinPage of <br />>>> <br />5.Creates and prepares quarterly, annual and special reports as requested by human resources <br />manager. <br />6.Participate in progressive discipline, due process and/or layoff meetings as human resources <br />representative as requested. <br />7.Provide lead analyst support for smaller departments as assigned. <br />8.Serves as a member of task forces, committees, and interview panels as required. <br />9.Coordinates, prepares and conducts employee orientation as required. <br />10.Develops strategies for collective bargaining; monitors contracts; reviews and evaluates policies <br />and procedures and recommends changes. <br />11.Mediates disputes and assists in conflict resolution; advises management in corrective action and <br />performance management. <br />12.Works with human resources manager and management team(s) to develop short and long-range <br />labor relations strategies. <br />13.Assists in delivering supervisory training on various human resources and labor related topics. <br />14.Represents the county to union representatives, attorneys and arbitrators; works with managers <br />and the unions to resolve problems. <br />15.Monitors legislative action reports, bills and new legislation affecting the county; provides advice to <br />the human resources manager; works closely with human resources staff to ensure that they are <br />updated in regards to employment and labor law changes and trends. <br />16.Participates in county and department labor-management committees, health insurance <br />committees and other committees and groups as designated by the human resources manager. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with major course work in human resources, <br />organizational development, public relations, public administration, business administration or a <br />related field; AND <br />2.Two (2) years of increasingly responsible, specialized, complex, human resource professional <br />level experience related to the position; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess or obtain, within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />PREFERENCES <br />Candidates who are HRCI certified as a Professional in Human Resources (PHR). <br />> <br />Candidates with experience in a public sector environment. <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge of technical aspects of public workforce management and merit system <br />administration, including current methods and practices of position classification, workforce selection and <br />maintenance of records. <br />Some knowledge of statistical principles. <br />Good knowledge of government organization and procedures. <br />Ability to conduct effective interviews. Ability to present ideas and recommendations effectively orally and <br />in written form. Ability to evaluate data and reach logical conclusions. Skill in data entry.
