Marion County Class Specification BulletinPage of <br />>>> <br />4.Holds pre-submittal meetings with architects, engineers, builders, owners and personnel from <br />other divisions of the Department on complex projects. <br />5.Resolves conflicts related to plan review and inspections with employees and customers. <br />6.Provides technical interpretation of code issues, requirements and recommends solutions to code <br />issues. <br />7.Develops, teaches and revises training programs for plans examiners; may provide training for <br />design professionals or others. <br />8.Performs quality control reviews to ensure consistency of code application. <br />9.Works with other Plans Examiners to improve customer service. <br />10.Identifies problems with the plan review process by performing regular process reviews or field <br />inspections; provides solutions by developing protocols, procedures, and schedules. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Five (5) year's experience in the construction trades; AND <br />2.Three (3) years building inspection/plan review experience in the specialty codes; OR <br />3.Eight (8) years experience as a plans examiner; OR <br />4.Associate of Science Degree in Civil Engineering OR <br />5.Completion of the two (2) year Building Codes Program at an accredited college; AND <br />6.Six (6) years experience in the construction trades; OR <br />7.Six (6) years building inspection/plan review experience in the specialty codes; OR <br />8.Any equivalent combination of experience, education and/or training relevant to the position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. Must pass a criminal history background <br />investigation; however, conviction of a crime may not necessarily disqualify an individual for this <br />classification. <br />Possession of State of Oregon A-level Plans Examiner Certification <br />> <br />Possession of State of Oregon Fire and Life Safety Certification <br />> <br />Possession of State of Oregon Residential Plans Examiner Certification <br />> <br />Obtain with six (6) months of hire an Oregon State certification as Building Official <br />> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Considerable knowledge of State of Oregon structural and mechanical specialty and fire and life safety <br />code provisions; County field inspection and plan review procedures and practices. <br />Working knowledge of: Principles of lead work supervision; basic principles of structural, mechanical and <br />civil engineering; construction methods and materials; County permit process and zoning regulations; <br />English grammar and composition. <br />Ability and skill to lead the work of assigned personnel; communicate effectively both orally and in writing; <br />apply knowledge of State of Oregon appropriate codes; read building plans and specifications; establish <br />and maintain cooperative working relations with contractors and the general public; complete and <br />maintain accurate records; write clear and concise inspection reports, and effectively operate computer <br />equipment and software programs utilized by the county. <br />WORKING CONDITIONS <br />Work is performed in a general office or field environment. Office work includes the use of a computer <br />using word processing, spreadsheet, permit tracking applications, and e-mail programs or programs <br />specific to the position. Fieldwork includes working in a variety of inclement weather conditions.
