Solicits and receives comments from utilities for vacations, withdrawals, and gatings. <br />8.Represent the county and/or the Marion County Public Works Department at meetings with the <br />public, consultants, contractors, or other agencies. <br />9.Coordinate the proposal process when seeking consultants to perform right-of-way acquisition for <br />the county. <br />10.Mark wordsmithing – Develops appraisal bid proposals, secures fee appraisers, reviews appraisal <br />reports, defines report deficiencies, and outlines corrective action. <br />11.Prepare cost estimates for right-of-way projects. <br />12.Prepare coversheet and exhibits for recording deeds, easements, and releases at the clerk's <br />office. <br />13.Consult with Marion County Legal Counsel to come up with reasonable solutions during <br />negotiations and condemnation proceedings. <br />14.Review, edit, and track intergovernmental agreements for right-of-way services and advise <br />management of necessary and suggested changes. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree in Civil/Structural Engineering, Surveying or other related degree; OR <br />2.Associate of Science Degree in Civil/Structural Engineering, Surveying or other related <br />degree; AND <br />3.Two (2) years of related work experience; OR <br />4.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Extensive knowledge of: right-of-way acquisition obtained from college level training in civil engineering or <br />surveying, or work experience in right-of-way acquisition, dedication, negotiation, and condemnation. <br />Skill and ability in: negotiating property transactions with property owners; writing legal descriptions of <br />real property; operating a computer and business software; good writing and oral communication skills; <br />good analysis and research skills; establishing and maintaining good working relationships with <br />engineers, county commissioners, county personnel, and other agencies. <br />ADOPTED: <br />12/98 <br />REVISED: <br />06/05; 08/05; 04/08; 03/12 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
