Marion County Class Specification BulletinPage of <br />>>> <br />5.Makes recommendations to increase effectiveness of existing program(s) and techniques based <br />on assessment, relevant literature and research. <br />6.Serves as link to the process improvement teams and natural working groups and implementation <br />teams. <br />7.Works with staff using quality improvement techniques and tools to create a culture of quality <br />improvement throughout Marion County. <br />8.Conducts training for departmental staff in specific programs and their utilization. <br />9.Conducts research in areas of specialty, gathers and compiles data and information, prepares <br />reports and makes recommendations. <br />10.Provides technical assistance and expert advice in program areas to related advisory councils, <br />commissions and agencies, both private and public. <br />11.Performs other duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in business or related field; masters preferred <br />2.Experience with Lean Methodology or similar quality improvement techniques (Kaizen, PDSA), <br />Lean/Six Sigma certification preferred <br />3.Previous experience managing large, complex projects preferred <br />4.At least two years of responsible experience in program coordination, planning, development and <br />evaluation (depending on the program, experience in a specialized field may be required) <br />> <br />5.Any equivalent combination of experience, education and/or training relevant to the position. <br />NECESSARY SPECIAL REQUIREMENT <br />Possession of or ability to obtain a valid class C Oregon driver's license within 30 days of hire. <br />> <br />Depending on the program may be required to pass a criminal history background investigation; <br />> <br />however, conviction of a crime may not necessarily disqualify an individual for this classification. <br />Depending on the program certification(s) or additional specialized educational requirements may <br />> <br />be required. <br />KNOWLEDGE, SKILL AND ABILITY <br />Knowledge of methods and techniques of program research, design, development, implementation, <br />monitoring and evaluation; knowledge of methodologies of program assessment and evaluation; <br />knowledge of resources available necessary to plan, develop and administer programs in areas of <br />specialty; skill in English usage, spelling, grammar and punctuation; skill in basic mathematics; ability to <br />apply knowledge to the development, implementation and evaluation of programs; ability to set goals, <br />plan, establish and implement procedures; ability to compile data from various sources, analyze data, <br />prepare evaluative reports and integrated plans; ability to develop and maintain productive liaison and <br />contacts with citizen boards, commissions, public and private agencies, department programs and <br />County departments; ability to communicate clearly and concisely, both orally and in writing; ability to <br />effectively analyze data and results of evaluative research; ability to establish and maintain positive <br />working relationships with coworkers and the public. <br />ADOPTED: <br />10/17 <br />MARKET REVIEW: <br />10/17 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br />
