Marion County Class Specification BulletinPage of <br />>>> <br />grants, dog services, county fair, and designated public safety initiatives; assigns work, establishes <br />time lines for work completion and periodically reviews work product. <br />2.Develops and implements department strategic goals and objectives; identifies long and short- <br />range goals and objectives in alignment with the county's overall strategic direction. Measures <br />performance and progress on goals and objectives; provides regular reporting on department <br />activities and performance metrics. <br />3.Administers department policies and procedures; provides personnel management; conducts <br />performance reviews; provides staff training; manages recruitment and support of volunteers; <br />participates in county meetings and ensures county policies and procedures are followed. <br />4.Responsible for department and fund budget development and financial management; including <br />budget preparation, monitoring of expenditures, supplemental budgets, establishing financial and <br />budgetary controls, financial reporting, grants management, and establishing and monitoring key <br />performance indicators. <br />5.Provides administration and management of designated countywide commissions and committees, <br />including the Children and Families Commission, Economic Development Advisory Board, Marion <br />County Fair Board, and Fair Foundation; administers public safety initiatives as directed. <br />Coordinates policy, planning, and resource allocation; develops recommendations for board <br />consideration; oversees contracts and grant management; recruits, trains committee members and <br />resolves issues. <br />6.Researches and evaluates model programs; assesses needs, analyzes and develops outcome <br />indicators; develops a method for evaluating service outcomes; maintains knowledge of current <br />research trends, issues and services. <br />7.Communicates effectively with staff, department heads, elected officials, and community members; <br />promotes open and effective communication, collaboration, and working relationships; acts as the <br />county's liaison to OSU Extension. Responds to and resolves inquiries, complaints, and requests <br />from the media, outside agencies, and the public. <br />8.Develops and writes reports, presentation documents, and correspondence; participates in <br />committee meetings, hearings, and legislative sessions; assures accountability and evidence- <br />based practices. <br />9.Actively participates as a member of the county's Executive Management Team. Represents the <br />county at communitywide and professional meetings and conferences at the local, state, and <br />national levels; serves on a variety of internal and external committees and task forces as <br />appropriate. <br />10.Analyzes federal and state legislation, rules, and regulations; interprets and administers applicable <br />statutes, ordinances, resolutions and administrative policies. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in public or business administration, human services, social sciences, <br />education, or a related field; AND <br />2.Five (5) years of increasingly responsible experience in preparing and presenting complex studies, <br />reports and recommendations to board groups or commissions, managing community programs <br />and service delivery systems, including two (2) years of supervisory responsibility. <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Knowledge of: Pertinent federal, state and local laws, policies and procedures relating to human service, <br />public safety and economic development; principles and practices of community collaboration; federal <br />and state legislation; the working principles and practices of contract preparation, negotiation and <br />administration; principles and practices of budget administration; organizational and management <br />practices as applied to the analysis and evaluation of programs; principles relating to supervision, training <br />and performance management; research and evidence-based practices. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
