Marion County Class Specification BulletinPage of <br />>>> <br />1.Serves as programmatic or project leader for environmental health service areas including public <br />water, vector control, nuisance abatement and housing, food handling, rabies and disease <br />investigations; supplies information, problem solving, conducts inspections, evaluations and <br />compliance direction, enforcement, consultation, and mandated education programs. <br />2.Provides leadership in planning, organizing, coordinating and implementing a specific service <br />delivery and evaluation process; links customer service, team activities and outcomes, and <br />evaluate effectiveness. <br />3.Provides problem solving, direction, and/or education for difficult or complex environmental health <br />situations or relationships that may involve but is not limited to emergency, seasonal, <br />epidemiological or typical operating situations. <br />4.Provides expert level technical assistance, lead direction, advisement and training for team <br />members, health and human services department, county and/or other agencies. <br />5.Manages a wide range of external organizational, group and individual relationships, including the <br />media, members of the general public, higher education, corrections, private sector businesses, <br />governmental and not-for-profit organizations; state regulated water systems, and other groups as <br />required. <br />6.If assigned, may provide direction and oversight of other staff in the temporary absence of the <br />supervisor. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four (4) year college or university with specialization in environmental health <br />sanitation, bacteriology, chemistry, biology, entomology or zoology; AND <br />2.Seven (7) years full-time, paid experience in environmental sanitation work; AND <br />3.Possess and maintain current Sanitarian's Registration and continuing education units as required <br />by the Sanitarian's Registration Act \[ORS 700.010 to 700.990\]. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at <br />> <br />time of hire, and maintain an acceptable driver's record. <br />Must have own transportation. <br />> <br />Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the <br />> <br />amount required by Oregon Law \[ORS 806\]. <br />Must pass a criminal history background investigation; however, conviction of a crime may not <br />> <br />necessarily disqualify an individual for this classification. <br />Must be eligible to obtain an Oregon Department of Agriculture Public Health Pesticide Applicator's <br />> <br />License with 30 days notice. <br />Must be able to attain full certification in ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800, <br />> <br />and CERC training within 6 months of hire. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Knowledge of: modern theory, principles and methods of public/environmental health and sanitation <br />protection including but not limited to knowledge of the methods of equipment used by entities regulated <br />under an environmental health agency. Thorough knowledge of applicable public health statutes and <br />laws, county ordinances and state regulations, memos and policies. <br />Considerable skills in: the procedures and practices of disease control; water system placement and <br />usage; sanitary standards for public swimming, spa, pools, institutional care facilities, school and water <br />supplies, restaurants, tourist facilities, daycare facilities, farm labor camps and other entities as required. <br />Strong verbal and written communication skills. Bilingual ability is desirable. <br />Ability to: exercise sound, independent judgment and decision-making; design, develop and deliver <br />environmental health instruction to variety of audiences as required.
