The Marion Oount¥ Public Works Department submitted the
following comment~:

"Three access points to Aumsvill~ Highway
presently exist from the applicant's
property. The most easterly access opposite
W~tzel Read is illegal and must be removed.
This is due to its proximity fo W~tzel Road
and the dangerous intersection configuration
which is created.

The center existing access to the proposed
dwelling is not acceptable as it is presently
constructed. Sight distance to the east is
e~tremely limited due to a high cut bank
beside the highway. Either the access must
be eliminated or the bank must be cut back to
provide a minimum of 310 feet of sight
distance. This may be accomplished by
cutting down the bank to highway level in an
area 15 feet back from the fog line @ the
driveway, taperin~ to zero 156 feet to the
east. Access to the new parcel will only be
allowed in a safe location."

In order to approve the creation of a non-farm parcel and
subsequent non-farm dwellings in an SA zone, the applicant
must demonstrate that 1) it is compatible with farm or
forest use; 2) it does not interfere seriously with farm or
forest p~actices on adjacent lands: S) it does not
materially alter the stability of the land use pattern of
the area: 4) adequate fire protection and other rural
services are available: 3) it will not have a significant
adverse impact on timber production, grazing land, water-
sheds, fish and wildlife habitat, soil and slope stability,
air and water quality, and outdoor recreation activities;
and 6) it shall be situated upon land that is generally
unsuitable for farm use.

The proposed 1 acre parcel will contain the ex/sting mobile
home which was placed on the property prior to the SA zoning
of the area. The proposed i acre parcel is largely devoted
to the residence and support facilities, i.e. driveways,
septic system, and well. Aumsville Highway and a non-farm
dwelling to the south will provide adequate buffering. To
the west a woodlot and the applicant's dwelling will provide
buffering. A 100 foot setback will be required to buffer
the non-farm dwelling and mobile home from farm uses to the
north and east. The non-farm parcel will be adjacent to
existing non-farm parcels to the south and southwest. The
