The Marion Oount¥ Public Works Department submitted the <br />following comment~: <br /> <br />"Three access points to Aumsvill~ Highway <br />presently exist from the applicant's <br />property. The most easterly access opposite <br />W~tzel Read is illegal and must be removed. <br />This is due to its proximity fo W~tzel Road <br />and the dangerous intersection configuration <br />which is created. <br /> <br />The center existing access to the proposed <br />dwelling is not acceptable as it is presently <br />constructed. Sight distance to the east is <br />e~tremely limited due to a high cut bank <br />beside the highway. Either the access must <br />be eliminated or the bank must be cut back to <br />provide a minimum of 310 feet of sight <br />distance. This may be accomplished by <br />cutting down the bank to highway level in an <br />area 15 feet back from the fog line @ the <br />driveway, taperin~ to zero 156 feet to the <br />east. Access to the new parcel will only be <br />allowed in a safe location." <br /> <br />In order to approve the creation of a non-farm parcel and <br />subsequent non-farm dwellings in an SA zone, the applicant <br />must demonstrate that 1) it is compatible with farm or <br />forest use; 2) it does not interfere seriously with farm or <br />forest p~actices on adjacent lands: S) it does not <br />materially alter the stability of the land use pattern of <br />the area: 4) adequate fire protection and other rural <br />services are available: 3) it will not have a significant <br />adverse impact on timber production, grazing land, water- <br />sheds, fish and wildlife habitat, soil and slope stability, <br />air and water quality, and outdoor recreation activities; <br />and 6) it shall be situated upon land that is generally <br />unsuitable for farm use. <br /> <br />The proposed 1 acre parcel will contain the ex/sting mobile <br />home which was placed on the property prior to the SA zoning <br />of the area. The proposed i acre parcel is largely devoted <br />to the residence and support facilities, i.e. driveways, <br />septic system, and well. Aumsville Highway and a non-farm <br />dwelling to the south will provide adequate buffering. To <br />the west a woodlot and the applicant's dwelling will provide <br />buffering. A 100 foot setback will be required to buffer <br />the non-farm dwelling and mobile home from farm uses to the <br />north and east. The non-farm parcel will be adjacent to <br />existing non-farm parcels to the south and southwest. The <br /> <br /> <br />
