The property is zoned EFU. The intent of <br />the EFU zoning on the property is to serve as a holding <br />zone for future urban residential development. Recrea- <br />tional vehicle repair and storage is not permitted in <br />the zone. <br /> <br />The property is located on the east side of Golf Club <br />Road approximately 2,000 feet north of its intersection <br />with Shaff Road. The property currently contains a <br />dwelling, small woodlot and open field. '~ <br /> <br />The vicinity of the subject property consists of a <br />mixture of small farms and acreage homesites to the <br />north and east on land zoned EFU and in the Stayton UGB. <br />Commercial farm operations dominate to the west on lands <br />zoned EFU. The UGB is approximately 600 feet to the <br />west--of Golf Club Road to the south also on land zoned <br />EFU is a vehicle repair operation. The city limits are <br />located approximately 2~0 feet to the south. <br /> <br />The applicant proposes to establish a ·recreational <br />vehicle (RV) repair and mini warehouse storage business <br />on the property. The proposal includes a number of mini <br />warehouse units on the southeast portion of the property <br />and a covered RV s~orage area and office on the north <br />central portion of the property. <br /> <br />Applicant describes the vicinity of her property as not <br />residential in character because of adjacent property <br />owners' operations of construction businesses and <br />trucking businesses and therefore believe that their <br />proposal for a variance is consistent with the <br />surrounding development. Applicant additionally cites <br />that the size of the parcel an~.. its access make <br />partitioning unfeasible. <br /> <br />Comments were received from the County Assessor's <br />Office, Building Inspection Division and Public Works <br />regarding development criteria. <br /> <br />The City of Stayton submitted comments by telephone <br />opposing the request for a variance because of its <br />existing zoning and proposed future development as urban <br />residential. <br /> <br />Additional Findings of Fact and Conclusions of Law <br /> <br />The proposed RV repair and storage facility is not a <br />permitted use in the EFU zone.
