While there are a few small parcels between the subject property and <br />Ehlen Road the majority of the land in the area is in large farm holdings. <br />The placement of this additional dwelling, given that two dwellings already <br />exist could set a precedent that could materially alter the stability of <br />the overall land use pattern of the area. <br /> <br />Although it does appear that Mr. and Mrs. Martil]a have medical conditions <br />that require periodic care and attention the placement of a third dwelling <br />to accommodate this need has not been justified. The second dwelling was <br />placed on the property to allow for a family member to provide assistance <br />in the maintenance of the farm. It is not clear why the residents of this <br />second dwelling could not also provide assistance to their parents when <br />needed. <br /> <br />10. <br /> <br />Considering the information submitted with this application this request <br />does not meet the requirements of the EFU zone, nor does ~t meet the intent <br />of the primary agriculture designation in the Marion County Comprehensive <br />Plan. <br /> <br />PROCEOURE: The Marion County Zoning Ordinance provides that Conditional Use app- <br />lications be considered first by the'County Planning Director. If there is any <br />doubt that the application conforms with adopted land use policies and regulations <br />the Director must condition or deny the application. Any interested person who <br />disagrees wlth the Director's decision may request reconsideration by the Director <br />on the basis of new information or request that the application be considered by <br />the Marion County Hearings Officer after a public hearing..
