FINDINGS.AND CONCLUSIONS: The findings and conclusions on which the Director based his decision are noted below. The property is designated Rural Resldent/al in the Marion County Comprehensive Plan. The purpose of this designation and the corresponding AR (Acreage Residential) zone is to allow for the creation of acreage homesites at a density that maintains the character and environmental quality of the County's rural residential areas. The property is located on the south side of Steinkamp Road approximately 1500 feet east of the intersection of Steinkamp Road and Golf Club Road. The existing 5.4 acre parcel does not contain any dwellings. Surrounding uses ara small acreage homes/tee to the east and a mixture of farm operations and some small acreage homesites tO the no~th, south, and west. The County standard for public road right-of-way is 60 feet for local routes. Steinkamp Road is designated as a and presently has a 50 foot right-of way. The Marion County Subdivision Ordinance provides that additional right-of-way may be required as a condition of partitioning approval. The applicant proposes to divide the approximate 5.4 acre parcel into three parcels containing 1.8 acres each. Access to the parcels will be by a 20 foot easement. Because al/ the proposed parcels do not have frontage on a public road, this applicationlis classified as a Major Partitioning. The Public Works Department stated that 5 feet of additional Right of Way should be required along the applicants' Stein- kamp Road frontage to bring the half width to SO feet. The Marion Oounty Comprehensive Plan policies for rural areas provide that homesites should be 1.5 to 3.0 acres in size. Thie requirement is applicable to the AR zone. The proposal creates three parcels, each with approximately 1.8 acres. The proposal satisfies both plan and zone requirements.
