A temporary mobile home under <br />hardship conditions may be approved as a conditional use <br />provided the need is justified and the residence will not have <br />a detrimental impact upon the existing or potential farming <br />and timber activity in the area. <br /> <br />The property is located on the north <br />Highway approximately 1000 feet east of <br />Dumore Drive. The 10.88 acre parcel <br />septic system, and well. <br /> <br />side of Silver Falls <br />its intersection with <br />contains a dwelling, <br /> <br />Property to the immediate west, north, and east is zoned EFU <br />and contains farms and scattered acreage homesites, Property <br />to the south and a Short distance to the west is zoned AR-3 <br />(ACREAGE RESIDENTIAL-3 ACRE MINIMUM) and contains acreage <br />homesites. <br /> <br />The Soil Conservation Service has identified Class II and III <br />soils on the property. These soils are considered very good <br />for agricultural purposes. <br /> <br />A signed Physician's Certificate has been submitted for <br />Theodore and Theodora Peters indicating they have medical <br />conditions that preclude them from maintaining a complete <br />separate and detached dwelling apart from their family. <br /> <br />The applicant proposes to place a mobile home on the property <br />in order for their daughter to reside on the property and <br />provide care for the applicants. <br /> <br />The Mar~on'~ounty Building Inspection Division offered the <br />following comments: <br /> <br />'The location of mobile homes for hardship <br />purposes requires an AuthorizatiOn Notice and <br />evaluation of the septic system. This authori- <br />zat~on must be re-evaluated annually until the <br />mobile home is removed. <br /> <br />The location of existing on-site sewage dis- <br />posal system may require more detailed drawings <br />and/or exposure of parts of the system to <br />verify its location." <br /> <br />The Marion County Department of Public Works commented that <br />Silver Falls Highway is a state highway and a driveway permit <br />will probably be required from the State Highway Department. <br />The County Assessor's Office provided tax assessment informa- <br />tion. No other contacted agency responded. <br /> <br />In order to approve a mobile home under hardship situations <br />in an EFU zone, the applicant must demonstrate that: (a) the <br />mobile home is compatible with farm or forest use; (b) it does <br />not interfere seriously with farm or forest practices on <br />adjacent lands; (c) it does not materially alter the stability <br />of the land use pattern of the area; (d) adequate fire <br /> <br /> <br />
