The general scope of 90.1 excludes <br /> buildings that neither use electricity or fossil fuels. For intent of the discussion, the fuel used is a <br /> waste product, not virgin fuel. Efficiency of the structure for"new" fuel is the reason for the <br /> "conditioned structure" requirements; "conditioned" space requirements would apply to conserve <br /> material (waste oil) that would not otherwise be consumed. From the view of carbon emissions, <br /> the waste oil has already been accounted for in the general accounting of emissions (and would <br /> likely be consumed/burned anyway at the waste disposal site). Thus the possibility of <br /> consideration of the alternate method; no new fuel/energy is consumed on by the site. <br /> E102.2 Intent This code shall regulate the design and construction <br /> of buildings for the effective use of energy. This code is intended to <br /> provide flexibility to permit the use of innovative approaches and <br /> techniques to achieve the effective use of energy.
