16. Premise identification: Buildings or Street shall have address numbers or approved identification placed <br />in a position that is plainly legible and visible from the access road fronting the property. Numbers shall <br />contrast with their background and shall be a minimum of 4 inches height with a minimum stroke width <br />of ½ inch. (2022 OFC 505.1) <br /> <br />17. Locking Fire Department Connection Caps: The fire code official is authorized to require locking caps <br />on fire department connections for water-based fire protection systems where the responding fire <br />department carries appropriate key wrenches for removal. 2022 Oregon Fire Code Section 912.4.1 Please <br />contact Fire Marshal’s Division for questions regarding ordering of Knox locking caps. <br /> <br />18. Key Boxes: A key box for building access may be required. Please contact the appropriate jurisdiction for <br />location requirements or for an order form and instructions regarding installation and placement. 2022 <br />Oregon Fire Code Section 506. Please contact Fire Marshal’s Division for questions regarding <br />ordering of a Knox Box. <br /> <br />19. Barrier swing gate for turnaround: A gate to prevent tenants or visitors from parking in the fire <br />turnaround shall be placed at the turnaround. A Knox padlock shall be placed on the gate to prevent <br />unauthorized entry. Padlock must be ordered from The Knox Company’s website. <br /> <br />Marion County Building commented: “Permit(s) are required to be obtained prior to development of structures <br />and/or utilities installation on private property. Upon review of the proposed site plan, the structures may require <br />fire rated construction on the exterior walls less than 10 feet to property lines, in addition to fire sprinkler systems, <br />if the structures are designed under the 2022 Oregon Structural Specialty Code. Consultation with a registered <br />design professional, such as an architect or engineer, is recommended.” <br /> <br />City of Salem Planning Division commented: “City of Salem's flag lot access width standards are a minimum 25 <br />feet with 20 feet paved. City is supportive of adding a sidewalk along the access.” <br /> <br />City of Salem, Community Planning and Development Department provided a letter stating that the City would <br />allow connections to city services (water and sewer) through the East Salem Sewer Service District and the Jan <br />Ree Water Service District without requiring immediate annexation. However, they stated that an annexation <br />agreement would be required to establish these connections. The full letter can be made available upon request. <br /> <br />All other contacted agencies either failed to comment or stated no objection to proposal. <br /> <br /> <br />6. In order to partition land in an RM (Multiple-Family Residential) zone, the standards and criteria in Chapter <br />16.04.120 of the Marion County Code (MCC) apply: <br /> <br />A. Lot Area, Multifamily Dwellings and Other Uses. At least 6,000 square feet. <br />B. Lot Dimensions. The width of a lot shall be at least 40 feet, and the depth of a lot shall be at least 70 feet <br />except as provided in MCC 16.26.800 for planned developments.. <br /> <br /> The proposed partition would create two new lots. According to the site plan submitted by the applicant, “parcel 1” <br />will have an area of 12,722 square feet and “parcel 2” will have an area of 12,546 square feet. The minimum lot <br />size in the RM zone is 6,000 square feet, so both proposed parcels meet the area requirement. Both proposed lots <br />will have a width of over 140 feet and the depth of each parcel would be the same as the existing parcel, which is <br />roughly 87 feet. This configuration meets the required width standard of 40 feet and depth standard of 70 feet. <br />Therefore, the proposal meets all size standards. The criteria are met. <br /> <br />7. MCC 16.33.680 ACCESS STANDARDS. All lots must have a minimum 20 feet of frontage on a public right-of- <br /> way or, when an access easement is proposed to serve one or more lots in any partitioning, the location and <br /> improvement of the roadway access shall conform to the following standards which are necessary for adequate <br /> access for emergency vehicles. Evidence that the access has been improved to these standards and a driveway <br /> permit has been obtained shall be provided prior to the issuance of building permits on the parcels served by the <br /> access easement.
