SEPTIC SYSTEM FAILURE
100 $. DETROIT AVENUE. DETROIT ORE. 97342
SITE: 92-1771, T.10S, R.SE, SECTION 01

Joe, this file is referred to your office because we are
unable to convince Darrlene Mann to secure a septic
system repair permit to correct failing septic system at
the Korner Post Restaurant in Detroit. We became aware of
the problem April 27, 1992. Darrlene contacted Robert
Foster of our Department requesting assistance with a
septic system problem at the restaurant. I believe the
disclosure was in conjunction with a building permit
application for an addition to the restaurant.

Our records indicate that repairs have been completed at
the restaurant at least twice. The first in 1977 and
again in 1989. The second repair was constructed within
the same area as the '77 repair because of the lack of
space for an alternate installation.

Apparently, Darrlene had Kevln Hills, a septic system
installer from the Detroit area, prepare soil test pits
some time before ghe contacted our office April 27, 1992.
I visited the site April 29, 1992 and found the test pits
dug in the same area of the earlier two repairs. I spoke
to Darrlene by phone from the restaurant and explained
the difficulties of attempting another repair within the
same area. Additionally, I suggested that she might
obtain the services of qualified consultant to gather
information from the restaurant to design a repair
bly on a different site, on an adjacent lot. Or, if
unavailable to explore repair possibilities elsewhere
within the boundaries of her own property. A follow-up
letter was mailed to Darrlene dated May 21, 1992.

Senator Building 220 High Street NE Salem, Oregon 97301-3670
