The applicants are proposing to move the new mobile home <br />hardship from the approved location along the north boundary <br />of the property to a location near the center of the parcel. <br />The applicants are also requesting to make the new hardship <br />mobile home the permanen~ dwelling when the hardship is no <br />longer necessary and remove the older dwelling at that time. <br /> <br />Staff concludes that the reduction of special setback is <br />necessary due to the size of the lot and the fact that the <br />approved hardship could not otherwise be provided without <br />the dwelling being located within the setback. The proposed <br />new location is an improvement over the setbacks which have <br />already been approved in CU95-76 and also an increase of <br />those of the existing dwelling. Conditions of approval will <br />be placed on this application which will permit the appli- <br />cants to establish the new mobile home as the permanent <br />dwelling when it is no longer necessary to have the hardship <br />mobile home on the property. The proposed location of the <br />new dwelling will actually increase the setbacks of the <br />existing residence from land in farm use. A Removal Agree- <br />ment for the existing dwelling will be required as a condi- <br />tion of approval for this application in lieu of the Agree- <br />ment required by Conditional Use 95-76 which was for the new <br />mobile home. <br /> <br />The filing of the Declaratory Statement, and the fact that <br />the applicant's request increases setbacks which already <br />existed, are factors that will reduce the possibility of <br />future conflicts with surrounding farm uses. Therefore, <br />staff finds that the proposal is appropriate and will <br />improve the location of the existing non-farm dwelling in <br />relation t~ the surrounding farm land and reduce its impact <br />on surrounding agricultural activities. <br /> <br />r~rt p~ared by: David Epling, Assistant <br /> <br /> Craig O.
